Welcome to Basali Ba Liseli Resources Ltd

Basali Ba Liseli Resources Limited, BBLR, is a company incorporated in Zambia, with a mission to integrate SADC and Africa through the use and maximization of regional comparative advantages via the creation of efficient midstream and downstream infrastructure and value addition to Africa’s resources.

BBLR is a project vehicle which, for the past 12 years, has been developing and working on the ANGOLA ZAMBIA REFINED PETROLEUM MULTI-PRODUCT AND NATURAL GAS PIPELINES PROJECT, AZOP. BBLR has conducted an in-house pre-feasibility study with the support and facilitation of the regional state parties. The Government of the Republic of Zambia approved the full development and implementation of the project, via a Cabinet Agenda Memorandum, on June 29, 2015.
When the project has been eventuated, the petroleum products pipeline will transport an estimated 100,000 barrels per day of refined products from the West Coast on the Atlantic Ocean to the main outlet terminal in Lusaka. The oil products pipeline will have chosen specific distribution hubs along the pipeline to enable distribution of products along the way.
The Natural Gas pipeline will transport an estimated minimum of 10Million Cubic Meters per day – 10MCMD - gas to CCGTs in the transit country and in Zambia to facilitate the production of minimum 2,000 megawatts of electricity to supply the transit country, Zambia and other countries in the SADC Region.

AZOP’s capital cost is estimated to be upwards of US$5 billion to take it through to operations commissioning, inclusive of the oil products and natural gas pipelines and the Combined Cycle Gas Turbine Plants – CCGTs – for power generation.


The Governments of the Republics of Angola and Zambia concluded and executed the Intergovernmental Memorandum of Understanding, on April 29, 2021, after protracted negotiations, to facilitate the full development and implementation of the project by BBLR on the “LOBITO BAY TO LUSAKA CORRIDOR MAIN BASE CASE ROUTE OPTION”.


This “MAIN BASE CASE ROUTE OPTION” as per standard “ROUTE OPTION SURVEY” will look at other options within Angola, that will include the “NAMIBE BAY TO LUSAKA CORRIDOR ROUTE OPTION”.


The Governments of the Republics of Namibia and Zambia concluded negotiations on the intergovernmental Memorandum of Understanding to facilitate comparative development studies on an “ALTERNATIVE BASE ROUTE OPTION CORRIDOR” from the Walvis Bay Port of Namibia to the Lusaka Area of Zambia. The Ministry of Mines and Energy of Namibia has issued a letter of support and facilitation to BBLR for the Development and possible implementation of the project on the “ALTERNATIVE BASE CASE ROUTE OPTION” should the “MAIN BASE CASE ROUTE OPTION” prove to be less viable from a techno-economic viewpoint as well as from an overall risk perspective.

BBLR and its partners will pick the final route or routes for the full implementation of the project based on the techno-economic report and general and geo-political risk profile reports at conclusion of the independent pre-feasibility study.
Construction is planned to commence early 2025, upon attaining bankability and financial closure, and while operations will be commissioned in phases as the project construction progresses, full operations will be commissioned by the middle of 2027 when the oil products pipeline would have reached the main outlet terminal at Lusaka, Zambia.
