Angola Zambia Oil Products & Gas Pipelines/ Namibia Zambia Oil Products and Natural Gas Pipelines. The AZOP NAZOP Project



The ANGOLA ZAMBIA REFINED PETROLEUM MULTI-PRODUCT AND NATURAL GAS PIPELINES PROJECT – THE AZOP PROJECT – was conceived in 2006. However, it was not until the last quarter of 2009 that BBLR presented the concept paper to the Government of the Republic of Zambia and the Government of the Republic of Angola for initial consideration.
Broad Project SCope

Development and construction of a refined petroleum multi-product pipeline to Transport 100,000bpd Oil products from the Lobito Bay / Walvis Bay to the Lusaka area in Zambia to enable a more efficient, less carbon intensive delivery and distribution of petroleum products to Zambia, Katanga Province of the DRC, the transit country and other countries in the region1.

Development and construction of a Natural Gas pipeline from the Lobito Bay Area / Walvis Bay to Zambia. The Natural Gas pipeline will supply a minimum of 10Million Cubic Meters per Day – 10MCMD – to CCGT plants for generation of minimum 2,000MW of electricity in the transit country and in Zambia

Installation of Combined Cycle Gas Turbine Plants – CCGTs – in the transit country and in Zambia. The Target minimum aggregate capacity of the CCGTs will be 2,000MW. The CCGTs will supply power to Zambia, the transit country and other countries in the SADC Region.

Fibre Optic Cable to connect Zambia to the Transatlantic Telecommunication Cables to bring very high-speed data transmission medium to Zambia and the region.

Milestones and timelines

The project intergovernmental agreement – IGA – to facilitate the full development and implementation of the project, by BBLR, was concluded and executed on April 29, 2021 between the Government of the Republic of Zambia and the Government of the Republic of Angola

Feasibility Studies are scheduled to commence in September 2022 with the complete pre-feasibility study - PFS -report expected to be ready for review by end of September 2023. PFS Review by BBLR and key stakeholders may take 3 to 6 months.

Detailed Feasibility Study will commence March 2024 and will end February 2025. There will be a Detailed Feasibility Study Report Review which will take a 6 months period from March 2025 to August 2025.

Front-End-Engineering-Design (FEED), Environmental Study and Impact Assessment (ESIA) and Detail Survey will be conducted from September 2025 to end of August 2026.
project MAIN BASE CASE AND alternative base case route OPTIONS
As a matter of best international practice to enable proper project viability and risk assessment, the project promoters and developers will conduct independent studies on the "LOBITO BAY TO LUSAKA CORRIDOR MAIN BASE CASE ROUTE OPTION" and similar studies on the “WALVIS BAY TO LUSAKA CORRIDOR ALTERNATIVE BASE CASE ROUTE OPTION”.
The final decision on which "CASE ROUTE OPTION" the pipelines and appurtenant infrastructure will be constructed will be informed by comparative analyses arising from the independent study reports of the two "CASE ROUTE OPTIONS".
